During the German occupation of Italy, Emanuele Bardone, a petty con man, fleeces his victims by pretending to be a colonel who will help them find their missing loved ones in exchange for money. Once caught, the Germans persuade him to impersonate a partisan leader they have killed and they put him in prison in order to retrieve information from other inmates.
