In 1920s Vancouver post prohibition, alcohol is once again legal. However, pro-temperance attitudes remain strong. Politicians attempt appeasement by forming the Liquor Control Board. When two important citizens die suddenly, suspicions surface. Is it simply coincidence that they were both drinking the same kind of "tonic"? Or is it spillover from American prohibition, where purposely tainted booze is killing thousands?
